From an empty tenant to hearing your first interpreted sentence. About ten minutes, and most of that is Microsoft's part.
Someone from a different Microsoft 365 tenant can use VoiceBridge AI in your meeting. There are two ways, and the first needs nothing at all.
In the meeting panel, press Copy listening link and send it to them however you like. They open it in any browser, choose their language and switch Listen on. No Microsoft account, no app, no administrator approval in their organisation.
They get the interpretation and the live transcript. They do not get the Mute Teams audio button, because that acts on their own Teams client — they can mute Teams themselves. Treat the link like the meeting link: anyone holding it can listen.
Only do this if they need to control the interpreter themselves. Somebody joining from their own tenant, without being a guest in yours, cannot use your meeting's apps at all.

Guest access changes take time to reach Teams — usually minutes, sometimes several hours. If the guest cannot see the tab straight after step 3, that is normally why rather than a mistake. Send them the listening link in the meantime; it works regardless.
One point worth being clear about: approval by an administrator is needed in the organisation that owns the meeting, because that is the meeting the interpreter joins. It is not needed in every attendee's organisation. A guest listening to your meeting needs nothing approved on their side. An organisation running its own meetings needs to approve it once, for themselves.
